7. Kakashi Hatake 



There's not a lot of feats by Kakashi as the Hokage. It's assumed that he's weaker as he's without the Sharingan and Kamui.

The " God of all shinobi " Hashirama was undoubtedly a very strong person and wood kursi master. He made Madara run for his life and controlled the tailed beasts. If he were to kill instead of protecting, he would have anhiliated almost anyone who would come in his way.
